How to choose a low-voltage contractor: a buyer's checklist

Low-voltage is usually the last scope awarded and the first one squeezed. It is also the scope most owners have no framework for evaluating, so it gets decided on price between bids that quietly describe different work. How to choose a low-voltage contractor comes down to a small number of questions about testing, documentation, and who is still answering the phone after the warranty runs out.

Low-voltage is its own trade, not a line item under electrical

The most expensive assumption on a project is that the electrical contractor absorbs low-voltage. Electrical crews are set up for power: conduit, panels, terminations, inspection. Communications cabling is a different set of skills, tools and deliverables — pull tension limits, bend radius, separation from power runs, consistent terminations, and a certification test result for every drop.

Most commercial specifications separate them for that reason: electrical in Division 26, communications in Division 27, electronic safety and security in Division 28. When the split is not made, the work gets subcontracted at a markup you cannot see, self-performed by a crew without a certification tester, or carried as an allowance that gets trimmed when the budget tightens.

The failures are quiet. A drop that passes a wiremap check but fails at 10GBASE-T. A cable cinched hard against a stud that reads fine at 1 Gb/s and degrades under sustained PoE load and heat. Runs that exceed the 100 m channel limit because nobody tracked routed length against plan distance. None of it surfaces at occupancy. It surfaces two years later when a tenant needs a faster link or cameras start dropping off the network. Structured cabling is the layer everything else depends on, and the one nobody can inspect once the drywall is up.

How to choose a low-voltage contractor: six questions that separate firms

Every firm answers yes to "are you experienced." These six ask for evidence instead, and you can send them with the invitation to bid.

Do you certify and test every drop, and do I get the results? "Yes, we test everything." Distinguishes certification from continuity or wiremap testing, confirms the tester is in calibration, and offers a sample report — one result per drop, pass or fail per parameter.
Who holds the drawing set, and who updates it? "The GC has the drawings." A named person on their side owns the set, redlines as work changes, and reissues at closeout.
What do your as-builts look like? "We provide as-builts." Sends a redacted sample from a comparable job: outlet locations with labels, rack elevations, patch panel schedules, device schedules, test results tied to the same labels.
Who answers the phone in year three? "Call the office." A stated service model — response target in business hours, what happens after hours, what the warranty covers for labour separately from materials.
Is the crew employed or subcontracted? "We have great partners." Either can be fine. What matters is knowing who is on site, that they are covered under the firm's liability and WorkSafeBC coverage, and who supervises daily.
What is your labelling scheme, and where does it live? "We label everything." One scheme applied at both ends of every run — plate, patch panel, rack, drawing and test file all carrying the same identifier.

The point is not to catch anyone out. It is to find out whether documentation is a habit or an afterthought. A firm that does it routinely answers in specifics and already has a sample in a folder.

What a complete scope of work should specify

Bids are only comparable when every bidder is pricing the same work, and that means writing the scope before you ask for a number. A usable scope covers:

  • Cable and outlets. Category and construction (Cat6, Cat6A, fiber type and strand count), jacket rating, drops per outlet location, outlet counts by room type, mounting heights.
  • Pathways. Conduit, sleeves, J-hooks or tray, and who supplies and installs each. Firestopping at rated assemblies, and whose scope it sits in.
  • Head end. Rack or wall enclosure with rack units and spare capacity stated, patch panels by type and port count, cable management, grounding and bonding, power at the rack, whether a UPS is included.
  • Small materials that get dropped. Patch cords by quantity, length and colour. Faceplates, blanks, labels, spare cable on site.
  • Testing and documentation. Certification testing on every drop, deliverable format, labelling scheme, as-built format and number of copies, and who receives administrator credentials for managed devices.
  • Devices and licensing. Counts by type, mounting heights, camera or door licences, software subscriptions, and whether the first year is included or billed later.
  • Handover. Commissioning, training hours, warranty term for labour and for materials, and service response times.
  • Exclusions. What the bidder is not carrying. Most disputes start here.

If you cannot write that yourself, have one contractor scope the job and issue it to the others, or engage an independent consultant. Either is cheaper than reconciling three bids that describe three different buildings.

Why the lowest bid frequently isn't

A low bid is only low if it covers the same work, and most of the spread between low and median is scope rather than efficiency. The line items usually absent from the cheapest number are certification testing, labelling, as-built drawings, patch cords, pathway and firestopping, spare capacity in conduit and panels, and licensing.

The rest of the cost lands after handover. Undocumented cabling means every future move, add or change begins with someone tracing runs by hand. Change orders arrive for work that was never scoped, priced without competition because you have stopped shopping. Rework after drywall costs a multiple of the original pull, and the schedule hit is usually worse than the invoice.

That said, a low bid is sometimes genuinely low. A firm already mobilized on your site, buying material well, or with a crew between jobs can price under the field honestly. Compare line by line against your scope; where every item matches and the references hold, take the price.

Verifying licence, insurance and references

This takes an afternoon and removes the largest risks on the list. Ask for a certificate of insurance issued directly by the broker, current, with general liability limits stated and your entity added as additional insured where your contract requires it. Ask for a WorkSafeBC clearance letter — a firm in poor standing creates exposure for the owner and the general contractor. Ask for the business licence for the municipality the site sits in.

On permits: in BC, whether a low-voltage system falls under electrical permitting depends on the system, how it is powered and the authority having jurisdiction. Ask who is pulling it, and confirm locally rather than assuming.

References matter most when they match. Ask for two from the same building type and roughly the same vintage — a three-year-old project tells you more than one finished last month, because time is what exposes documentation and service. Ask operational questions: how many change orders, and for what; whether the as-builts matched what was actually in the walls; how long it took to get a technician on site the first time something failed; whether the firm still picks up. Then ask to walk a live site. A rack in service says more about a firm than a portfolio does.

Integration versus buying four separate trades

One integrator is worth more where systems share infrastructure, and less where a single system is large or specialized enough to carry a dedicated firm. Both are defensible; the question is who owns the boundaries.

Cabling, access control, cameras and automation ride the same backbone and often the same switches — one party owns the PoE budget, pathway capacity and network segmentation. One package is large or specialized enough to justify a specialist: venue audio, an enterprise network with in-house IT, or a system with its own certification regime.
One drawing set and one label scheme across every system, so the documentation stays coherent. The owner already standardizes a platform across a portfolio and has a firm that supports it.
No interface dispute when a camera on the door controller's network drops. Price tension on one large package matters more to you than coordination overhead.
Fewer mobilizations and less coordination load on the GC's schedule. You have a project manager with the time and technical depth to run the interfaces properly.

With four trades, you own the interfaces. That works when someone on your side has the capacity to manage them, and it is where schedule and budget go when nobody does.

Where surveillance and access logs are in scope, the obligations do not transfer to the contractor. Recording in a residential building or a workplace in BC carries privacy responsibilities around notice, retention and who may view footage, and is worth reviewing with the strata, the employer or legal counsel before the system goes live. Ask each bidder how retention and access rights are configured, and who holds the administrator credentials at handover.

What to do next

Run it in this order, and the decision mostly makes itself:

  1. Write the scope before you ask anyone for a price.
  2. Issue the same scope to three firms, with the six questions attached.
  3. Ask for a sample certification report and a redacted as-built set. The firms that send both within a day are your shortlist.
  4. Verify insurance, WorkSafeBC standing and the municipal licence.
  5. Call two references from a comparable building of comparable age, and ask operational questions.
  6. Compare bids line by line against the scope, then take the price where the scope matches.

What is the difference between a low-voltage contractor and an electrician?

An electrician installs power distribution — service, panels, branch circuits, devices. A low-voltage contractor installs communications and security systems: data cabling, cameras, access control, intercom and automation, with different tools and different deliverables, including certification test results for every drop and as-built documentation. The scopes overlap at pathways and power, and many electrical contractors subcontract low-voltage rather than self-perform it. Whether a given low-voltage system also falls under electrical permitting depends on the system and the local authority having jurisdiction.

Should I ask for certification test results on structured cabling?

Yes, and get them in writing before the final payment. Certification testing measures each drop against the performance parameters for its category and returns a pass or fail per parameter, which is a different thing from a continuity or wiremap check that only confirms the pairs landed on the right pins. Ask for one result file per drop, labelled to match the outlet and the patch panel port. Without it you have no evidence the cabling supports the speeds it was specified for.

Is the lowest low-voltage bid usually the best value?

Not usually, because most of the gap between bids is scope rather than efficiency. The items commonly missing from a low bid are certification testing, labelling, as-built drawings, patch cords, pathway and firestopping, spare capacity, and software or camera licensing. Compare each bid line by line against a written scope; where everything matches and the references hold up, the low price is legitimate and worth taking.

What should a low-voltage as-built package include?

Floor plans showing every outlet with its label, rack and enclosure elevations, patch panel schedules, a device and address schedule for anything addressable, and the certification test results using the same labels as the drawings. It should be handed over in a searchable or editable format, not only on paper, and the labels on the plate should match the labels in the rack and in the file. Ask any bidder for a redacted sample from a comparable project before you award the work.

How do I verify a low-voltage contractor's licence and insurance in BC?
